As in most post-conflict environments, Liberia has experienced the
lack of effective government capacity and the lack of local institutional
capacity. This has hampered its reconstruction and development efforts
especially in the absence of a coherent framework and implementation
programme for critical sectors. In adopting the Poverty Reduction
Strategy (PRS) and County Development Agendas (CDA) the government
of Liberia has made significant progress in addressing these
shortcomings and signaled that decentralization of power to the
regions and local levels is a crucial component for transitioning from
aid-dependent reconstruction to sustainable development based upon
national resources and capacities
