Getting water and sanitation access to those who need it places heavy demands on utilities. Efficiency and financial viability are essential, but utilities also need to be serviceoriented, transparent, accountable, and technically competent. In the developing world, most utilities have significant capacity gaps in at least one of these areas, with the result that less than a third of developing country utilities are able to cover even their operations and maintenance costs, let alone extend services to burgeoning populations. Sadly, it is often where access problems are greatest that utilities tend to be least equipped to overcome them.
