I think it is that people especially those living in informal settlements to know about it because I am sure they are not aware of the millenium development goal 7 target 11 and whatever their nations do in an attempt to upgrade thier settlements, seems like a favour to them and not to the nation at large. If they see this publication and know that its not a favour but a goal to be achieved I think they will have more initiative to upgrade their settlements especially if the approach towards upgrading is community regulation in like the case in Tanzania. Most importantly I think efforts should be made to translate it in several native languages so the stakeholders could have access to it and read and understand it.
